Jaagup has studied governments amongst the living and the dead at length.

Jaagup's able to handle himself in a fight, but prefers discourse to violent revolution.

No one'd seen hide nor hair of him for the past decade - then he turned up in Sydney with a dozen other Carthians and seized control of the largest city on the Eastern seaboard.

Since then he's travelled widely - after arriving in Brisbane recently, three previously unaligned kindred petitioned to join the Movement that night.

The Crone appear to be the covenant who have benefited most from his rule in Sydney, Carthians aside.

Jaagup is rarely seen these days without Koit Benakov and Zek at his side.

In his dealings with the other covenants, Jaagup has garnered a reputation as a moderate Carthian - suggesting that rather than backing each other's blood hunts (as was previously the case under the Morrow proclamation), they simply advise each other of the hunts they call - to allow each to make the call on whether they would back it on a case by case basis.

Has admitted to more than one kindred that he was a school teacher before being conscripted into the 20th Estonian Grenadiers.

Those Carthians who do know Jaagup from after world war 2, are wary of him....

He is not related to Alfons Rebane.

  • Jaagup's loathing for his sire is well known - about all he'll mutter is the word 'bitch' when asked about her though.
  • Jaagup is contemptuous of Western countries in general, having witnessed them sit aside and do nothing when Estonia was invaded - first by the Russians, then by the Germans, and then by the Russians again
  • Has no time for kindred who have nothing to offer
  • Will work with anyone who shares a common goal, regardless of Covenant
  • Doesn't believe in mollycoddling his own covenant - 'he was mean to me' is no reason for the movement to intervene en masse in a personal dispute
  • Until proven otherwise, believes most Carthians he encounters are Unaligned who want to be in a Covenant but have no responsibility.
  • Because of the above two points, Jaagup has been less than favourably compared to the Invictus on more than one occasion.

Jaagup on Religion

You say that you're more than mortals, yes? Immortal predators put here to enact his divine will. Poppycock. You have no more idea than the rest of us what's really going on. You're a motley of scared, superstitious imbeciles drivelling nonsense for the sake of it, because it's your coping mechanism, your method of control. You're lost, feeling like you have no control over your own destiny so you cling vainly to outdated concepts in the same way that mortals who had no vote, no chance of changing their circumstances did - because if they were to ever acknowledge that their circumstances were purely created by people who squatted on a toilet bowl the same way they did, that there was no giant invisible person with a ridiculous beard who controlled every aspect of their lives, their puny minds would crack under the strain.

You are no different. Have you never wondered why no matter what religion you pray to - yes, even 'heathen' ones, for the most part offer a similar variation on the same theme? Paradise. A lack of worldy responsibilities. Reprieve from the stresses of life. A reward for all those sacrifices. It's all a placebo to make you feel better about not having the stomach to seize your 'destiny' by the balls and force change to come about.

You make a big song and dance about going to hell when 'the end' comes about, but you all secretly hope to be spared. In your heart of hearts you hope that he can't really read your thoughts, that he'll find you worthy of forgiveness for all the things you can't forgive yourself for - thus you spout the party line but have no actual belief in it.

Jaagup on Politics Amongst the Damned

It's a strange thing that so many amongst our kind don't see anything wrong with a stagnating social order, even where they admit it has flaws.

I have quite a lot in common with the Invictus, and whilst I may not appreciate any 'divine right to rule' bullshit they might use to justify their reigns, or their flawed systems of fealty to one another, I appreciate the concept of stability that is core to their covenant, and the fact they are for the most part delightfully concerned with the here and now.

But I don't think they go far enough frankly. They lack a certain vision.

From where I stand, why should a wastrel who contributes nothing to society be given any say in society whatsoever? Why do we care about the opinion of a flaccid, self important elder who can't even remember the social manoeuvers he himself pulled off two hundred years ago, let alone anyone else? And if some snotty nosed brat with a ridiculous fringe, who calls himself a Carthian cries about being picked on when he's done nothing to indicate he's anything more than the kindred equivalent of an argument for retroactive abortion, why should I give two hoots?

Where most attempts at meritocracy amongst the damned fall short, is that they rely on perception of deeds by others to measure their worth, just as the current system amongst most courts does. What it needs is a physical product - a resource. Those who produce the most resources are the ones who have the most say.

The only substance that has any real bearing amongst our kind is blood, friend. He or she who cultivates herds, who ensures that there are not too many damned taxing the resources of a single area, who continually cultivates deals amongst the mortals to ensure we are able to safely take what we need - they are the ones who should stand pre-eminent amongst us - because their interests are our interests. We want to see them succeed, because if they wither, our beats grow in power over us. Tempers flare and stability is threatened.

It's a system that rewards perseverance. That the most competent rule, because we can see, easily, whether they are weak or not by the amount they produce.

In effect friend, I am proposing a Timocracy.
